Would the planemarine type thingys from Sky Captain and the world of tomorrow qualify for this GB? Or something like the Lotus from The Spy who loved me?

The Bond Lotus would certainly qualify. It drives and it swims/dives.
I'm not exactly sure about the Sky Captain thing. It flies. But what can it do in the water? Isn't it just an flying boat that just lands on the water? But then I am not a Sky Captain expert.........

The Sky Captain Manta Fighter turns into a submersible after diving into the water.  There was a plastic model kit produced by Fantastic Plastic.  A kitbash would be needed to represent it.

But as I said before 'It'd be hellish difficult to build though!  :-\'
Kit's Rule 1 ) Any aircraft can be improved by fitting longer wings, and/or a longer fuselage
Kit's Rule 2) The backstory can always be changed to suit the model

...and I'm not a closeted 'Take That' fan, I'm a REAL fan! :)

I saw it as fairly simple, similar to killnoizers recent build. Aircraft or V-2 body, helicopter rotors blades for the wing/sails with a simple hinge. Plastic card and drop tanks for the other sticky out bits.

Bonus points for making it into an ornithopter.

Amphibious vehicles spend most of their time on land, the swimming ability is used to get from one dry place to another dry place. Turn that around, a waterborne vessel that goes on land when needed to get from one wet place to another wet place.
Go Steampunk-ish? A sidewheeler where the paddle wheels also function as pedrails?

I have a vision of little legs with boots on the end which extend out from the end of each paddle. You then have a paddle steamer running down the road  ;D
