Sure, why not. Working out the 'workshare agreement' is just like the Eurofighter project. Hopefully, we won't be 10 years late!

Apart from being late you will also need to contend with members pulling out, and then wanting back in, and then wanting the entire project reviewed, and then changed, then back to original, then...
