Small flags for 1/600 ships

What is the best material to:
- look not flat rigid
- be hand painted or drawn

Wine bottle foil might work, possibly a little thick.  On the other hand, aluminium baking foil might work in the small scale.  Both will accept paint with some primer.

Another option would be Parafilm M, would be easy to stretch to a thin thickness.  You can paint it, it's fiddly and needs experimenting with, if you stretch it accidentally after painting it will crack the paint.
