So, are fictional countries that lie within the geographic area as outlined in Rule 2a allowed?

Such as? 

The People's Democratic Republic of Victoria et al.

Depending on one's point of view.. that perhaps currently, it is not that fictional 

Providing OW gives his nod as well, it would probably be still part of the Australasian continent (unless it has moved) so fits as far as I am concerned.

Builder after my own heart, rethink a project that did not quite get there. Yes, I would ask the same if the subject worked for me.
Go for it, the SRA makes perfect sense for this GB.

Anything ANZAC or Antipodean basically. So if you want to do a PTB outrigger or a bright pink Mirage with "OZ" plastered across it (thank you Mr Davies for that idea) have at it.

2.  Physical models of any scale, profiles, and/or stories are eligible, but they must be whiffery.  Entries can be as simple or as complex as you wish. If in doubt as to what is included in the GB then please PM the Moderators. The GB will include any subject operated by any of the nations included in the following definition of "the Antipodes".

2.a. Definition: For the purposes of this GB it has been decided that the definition of "the Antipodes" be expanded to not only include Australia & New Zealand, but to, also, incorporate the island nations of Oceania south of the Equator; French Polynesia, New Caledonia, Kiribati*, Papua New Guinea, Tuvalu, Vanuatu, Western New Guinea, Nauru, the Solomon Islands, Fiji, Tonga, Niue, Samoa, American Samoa, Wallis & Futuna, Tokelau, the Cook Islands, Pitcairn Island & Easter Island.

2.a.i. We are using the definition of "the Antipodes" most commonly linked to "ANZAC" (Australia & New Zealand) but broadening it into Oceania because;
    a: The tiny island nations of the South Pacific are generally forgotten in the greater scheme of things (until the Chinese start wooing them with offers of "cheap loans" );
    b: It opens the GB to the areas where Australia & New Zealand have had the most contact & influence since before the turn of the last century; &
    c: I'd love to see someone doing Pacific Islander traders/etc. in super-sized out-rigger canoes (they actually did make them at various times).
