It certainly is, but I'm not sure they'd have allowed Tupolev to build a flying boat, they were Beriev's pasture at that time.

And that fin and tail look distinctly 'Ilyushin' inspired too.
Kit's Rule 1 ) Any aircraft can be improved by fitting longer wings, and/or a longer fuselage
Kit's Rule 2) The backstory can always be changed to suit the model

...and I'm not a closeted 'Take That' fan, I'm a REAL fan! :)

Interesting (A.I.?) mix of Tupolev parts (Tu-14 tail, Tu-85 hull; wings and engines look very An-12ish), but there are so many inconsistencies (props much too close to water!)...  :-\
