That's the experimental EF-14G model - the third seat was for the electronics operator. It was to combine the capabilities of the F-4G and the EA-6B, though with some reduction in capability as a trade-off for multitasking.
Automation allowed the crew reduction from the four-person EA-6B, and using a fighter instead of a bomber allowed them to keep up with strike packages of F-14 Bombcats and F/A-18s. However it was dropped by Dick Cheney in an effort to add funds to the A-12 Avenger program, which we all know how it turned out.

I keep thinking of the proposed "battlefield taxi" variants of the Harrier (P.1199-1 & -2) and the proposed three-seat training/transport variant of the Su-28. Or one I once sketched up combining a T-38/F-5B front end with that of a F-5F to give a three-seat communications/courier aircraft.

I'd kick the third guy out and use the space for a nice electric cooler full of frosty units of undisclosed malt beverage. Then the second seat would then have to fill the role of EBC (emergency beverage container) Operator.
