IIRC, Iran had a plan to buy an ex-Soviet Carrier to boost their seapower, especially with India next door and the want to block the Persian Gulf at will. Unsurprisingly the deal got blocked by certain other countries... ;)

Which, Varyag or one of the Kievs? If the latter, it wouldn't have helped much; they were a great example of how _not_ to build a carrier. If Varyag, I'm certain she'd have had a US/RN SSN "escort" any time she was out of port. And carriers are _expensive_ and manpower intensive to run.
The Persian Gulf isn't that big; having a carrier wouldn't have added anything to the Iranian Navy's ability to block the Gulf.

Now China, on the other hand, with Varyag has a viable and useful asset. Money and manpower are not a problem, and China has seen what advantages a big carrier brings.

As for Sovietsky Soyuz, I have said that Warsaw Pact _and_other_ allies and "friends" are welcome to provide aircraft for the group aboard. I wouldn't be surprised to see a French aircraft pay a courtesy visit... Up the Motherland!

In my scenerio....you know the one, where Canada takes over the world...you'll see CDN a/c and perhaps most of the Commonwealth as well as possibly China on Roosky carriers !
